The local status is based on the member status captured at the time of death.
One member can be inactive at the time of the merger due to having died prior to the date of the merger.
In other records where a member is showing as deceased and local status inactive, a member is inactive at the time of death due to a demit, npd, or otherwise.
One case is died prior to a merger: the member is inactive when the merger occurred, another case where we find this is when the member inactive (Suspended, Demitted, Expelled, etc) at the time of death, whether there is a merger or not.
When a member is active at the time of the merger and at the date of death, they are the only members who will have a local active status when they are deceased.
The system preserves the last status of the member in each local. If they are a plural member, they could be demitted inactive in one or more lodges, and active in another one or more lodges. The member themselves is deceased, but we preserve whether they were inactive in the current list of all their past memberships.
